ELCSS-HK is an organization under The Evangelical Lutheran Church of Hong Kong (ELCHK).
During the early years, ELCHK offered relief to refugees and provided basic
education to the public. In 1976, following the establishment of a youth centre
in Sha Tin, different types of social services units were developed. In 1983,
Service Coordination Office, renamed as Social Service Head Office in 2005, was
set up to meet the service needs. Services under Norwegian Mission Society(NMS)
and the Finnish Evangelical Lutheran Mission(FELM) were gradually transferred
to ELCSS-HK since 1988. Apart from government-subvented services, ELCSS-HK also
provides other self-financing social services, with over 50 service units and around 1,300 employees.
